UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest study of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Councils have previously come under fire for selling playing fields and land to support their finances, but they argue they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (six in ten) of local leaders said they would focus on service redesigns and using financial reserves to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in southeast England said its asset disposal plan included the disposal of a shopping centre in Rainham and a community venue in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the strategy.

Council Tax Rises and Wider Financial Pressures

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise council taxes next April to cover the growing cost of essential services, higher levels of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both improved services and financial savings,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the growing number of children and older individuals needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off planned reforms to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“Although only a single urban area is among the top 10 for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the analysis concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Without this, councils will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
